My guess is tests are distributed in a horribly unequal manner.
The variance between individuals who have zero tests and individuals who have had multiple tests probably huge.
People who could not find tests vs. just sports teams who have them stockpiled.

But 2.5 times greater does show we have lots of tests and testing. Its can you get one when needed.
