It's unquestionable he did a terrific job in what always are difficult situations. It's even more impressive considering he had to deal with anti-science re s for a while as well.
Again, I wouldn't worry about his legacy, he's up there in the pantheon of great people that saved millions of american lives and that's exactly how he's going to be remembered.
