There are multiple ways to not report deaths as COVID-19 related. You don't need to actually hide bodies. Pennsylvania just took 200 off their death count. Did they dig up bodies? No. They just changed the stats to remove "presumed to be caused by COVID-19" when the dead weren't actually tested.
