There are a large number of differences between countries. Better health care delivery, COVID-19 testing, social tracing and compliance with non-medical interventions like masking and social distancing make a difference too.

You're assuming at least two unknowns, the accuracy of the antibody study and the herd immunity level for COVID-19.
