Spain nationalized their health care system last Spring. Perhaps that sort of conversation will become germane about nine months from now when half the USA, facing its second COVID/FLU season, realizes it still doesn't have a vaccine and has no idea when it will.

Seems to me your prescription would do little to slow the spread and is geared more towards using covid to implement policies you wanted before covid.
I would recommend that President Trump immediately declare a complete national shutdown. All non essential workers would be ordered to stay at home, allowing for one person per household to venture outside once per day for food or medicine. To enforce such measures President Trump should immediately activate all national guardsmen and federalize all law enforcement. Use of any force necessary to ensure compliance should be authorized. All travel to the USA would be banned however those wishing to leave should be allowed to leave.
