Vaccination could be a higher priority for those countries since Japan has had a better history with controlling infections.

They thought they could make a vaccine domestically, then they had to work a contract with the actual manufacturers. After that it's bureaucracy and inexperience.

I don't see any info about Japan trying to make it's own and failing.
Top 4 reasons:
1. Very strict vaccine authorization laws
2. Like u said, they are not allowed to do drive thru or mass vaccination centers (cvs, etc)
3. Has high vaccine hesitant population
4. No raging inferno (uncontrolled spread)

I don't see why not. Just make sure all the people coming in are vaccinated. Japan's going to take more of a financial hit but that's their fault at this point.
