Assuming they use actual reported figures (same data set as avail at Texas Dept of health) that gave rise to the 1.39 multiplier, that puts Texas at 254. (also assumes that multiplier is fairly constant over time)
Given most of the states in the top basis actually used probable excess as part of their official counts, and Texas didn't, that is the only real way to compare them, i.e. apples to apples.
That puts Texas at #5 in deaths per million in the US.
8.6% more fatalities per million and we catch up to your NY metric.
Given vaccine hesitancy disparity between the two states, the well of dumbasses that will die off in Texas is proportionally larger than that of NY.
