Department spokesman Chris Van Deusen told The Dallas Morning News the prison cases date back to March.
“These weren’t cases that were diagnosed yesterday,” Van Deusen said Wednesday.
Then, last week, the state health department sent both counties a letter demanding they include state prison cases in their totals. All prison cases are now accounted for in state totals“It can be a little alarming to people. I’ve already had a couple people call and say, ‘what in the world?’” Johnston said Wednesday. “The average person looks at the [state health department’s online coronavirus] dashboard and says, ‘this is what’s walking the streets of this county.’”

Brazoria County Judge Matt Sebesta said he stopped counting prison cases last week with the blessing of the local arm of the state health department. He said there’s been a “breakdown in communication” during the pandemic, especially with the prisons agency.
“After TDCJ moved 128 positive inmates into this county and I found out after the fact, I mean, they lost all credibility with me. And their at ude dealing with us has been extraordinarily dismissive,” Sebesta said, referring to the prison agency’s decision to move more than 100 inmates into Brazoria County prisons without notifying local officials.
The U.S. Army tested a cohort 640 new recruits and instructors for COVID-19 upon arrival at Fort Benning, Ga. All but four tested negative. Eight days after training started, 142 of them retested positive.
According to a release from U.S. Army Training and Doctrine Command, 640 new recruits arrived at Fort Benning and were medically screened and tested by medical professionals. At the time, four tested positive. All 640 recruits entered a 14-day monitoring period, with the four COVID-positive recruits isolated and properly treated.
After the 14-day monitoring period, training operations began with COVID-19 prevention measures in place including masks and social distancing. Despite these efforts, however, eight days after the end of the 14-day monitoring period, one recruit reported to the chain of command with COVID-19 symptoms.
All 640 recruits -- which form 30th AG Battalion and 2nd Battalion, 29th Infantry Regiment -- were retested for COVID-19. After all 640 tests were returned over a two-day period, that same cohort of recruits had a 22 percent COVID-positive rate with 142 positive tests.
It would be extremely helpful of states to identify and report nosocomial covid infections. The Az and Texas hospital gossip could be eliminated.

The rules are unclear for a number of different useful endeavors dealing with this virus.
Back logging data- You have to stay in your house until there are 0 new cases reported, and for 5 following days I give you these case new case counts
3, 7, 9, 1, 9 could you come out of your house?
What if I told you those were all cases that were given to me 7 weeks ago, I just hadn't put them in until those dates?
What does that do to the data? Is it valid? Is it reliable?
What does it do to trend data? Should those numbers be used for policy of keeping me in my home of no dates are given with the cases?
This is one of the many problems with the data.
The state should be transparent but they aren't. It also comes down to whoever uses or pushes that data fwd.
So you do not even have a measure of uncertainty of why a case is counted?
