cheered on defiance of coronavirus scare and promoted going to large gatherings
forced a super-spreading event by encouraging NY'ers to go out to their favorite restaurants and ride the subway like they always do
downplayed the coronavirus as a common cold that was not easily transmissible
waited too long to roll out mass testing.
