I try never to lie. My understanding is that they have had to implement the same kinds of stay at home orders as everyone else.
We may be talking past each other, so let's get a bit of clarity and mutual agreement so we can have a productive conversation.
To eliminate the possibility we are talking past each other using words differently, it will help to define "lock down". What is your working definition? Not looking for anything exact, just a general description, and we can go from there.
Locking down is placing at home restrictions on the general population and mandatory shutdown of businesses. Had usa restricted the at risk population only and placed measures on protecting these folks rather than ensuring parks were closed there would be less fatalities.
