It wasn't hindsight to know this would trash the US without anyone taking action. Trump kept minimizing the threat, trying to keep the Dow high. And it still tanked anyways. No, I don't think Hillary would have ignored the pandemic and said it was a Republican hoax. I expect she would have followed the playbook to ramp up testing and PPE production and try to combat this early.
Yes. Almost any politician I can think of would've done more than he did when he did. The bio-threat initiative started by the Bush administration and the H1N1 experience of the Obama administration formed a solid knowledge base that any sane, competent president would've tapped into.
