Both in the wrong. We can't be sure, but perhaps the owner of that property allowed people to hang signs on the fence. Oh, looks like a public park maybe. Means that it's a "public space," and since the signs aren't graffiti nor will cause any permanent damage to the property, I don't think they qualify as blight. The public of that community seemed fine with those signs in their neighborhood, which means the guy tearing them down is acting against the will of the community. As for the blight issue, he seems unconcerned with that, since he's throwing the signs to the ground.
But trying to tackle him is completely unacceptable. The guy would've been blindsided and likely hit his head very hard on the concrete. Could easily kill someone like that. So yeah, the kid was way more wrong. He lost his moral authority once he did that. Similarly, I have no problem with people hanging MAGA and Trump signs in their neighborhood in public spaces if that's the general sentiment of the neighborhood in question. If I were the lone liberal living in some rural south enclave, seeing Trump paraphernalia decorate public spaces would just be the price of living there.
