    I seem to recall a near brush with catastrophic grid failure last year, but of course you're correct, Odessa is at fault here.

    Sorry...just wanted to make the point. Cities make poor decisions outside of the purview of the state government. I'm sure I can find examples in every state of some city ing up.
    But it's not always an indictment on the state.

    The $95M was to upgrade water treatment plant. Not sure what that has to do with a broken pipe. Water mains fail in SA, too.

    IDK. From what I've read (which may not be the entire truth), the rich are using water like crazy to keep their acre lots green and their pools full.

    I mean...if there is a water shortage, that recycled water needs to go to where it's actually needed.

    All those "Water Pipes in Odessa.. called it" threads must have just zoomed by. Broken pipe same as flying planes into the WTC.
