He suggested the package could be paid for by boosting the corporate rate to 25% and closing tax loopholes used by wealthy Americans to dodge taxes.

YES!! That itself is the #1 biggest problem with tax law. It screws over the middle class and really torments the upper middle class like a parabola, but flattens as multimillionaires and billionaires and billionaire-and-trillionaire corporations have all these loopholes that reduce their net liability to next to nothing.
And not just "wealthy Americans", but also "wealthy American companies", especially big tech. Amazon having a net zero taxable corporate income is severe felony fraud that should land AMAZON, not necessarily Bezos or any other human being, but Amazon as a corporate en y -- in prison.
Need to establish and enforce prison sentences for corporations, not just people. Thus, a corporation that is incarcerated is barred from doing any business of any kind through the length of the sentence. That's the way to do it
