As reported by the Orange County Register, the decision drew backlash from educators, but celebration from those in the medical marijuana industry.

This isn't an election with official ballots, addresses and tracking numbers, this is a sheet of paper with signatures. One would expect the rejection rate to be higher.
50% certainly sounds a bit high up there, but what the rate is has no bearing in signature verification being good or bad. You either are for it or you're not.
