    Not at all, it's all acoording to state laws. All 50 states count in person votes after electon day and something like 18 accept and count absentee ballots after election day.

    In addition, the cons utional safe harbor for certification of poll returns is 35 days after election day. The election isn't over until votes are counted and certified. Six days after that, the EC votes.
