Perhaps he has other motivations for being a state representative besides the $600 monthly salary and $221 per diem.

Power? Ego? Name recognition? I've never wanted to run for office so I can't relate to these people's interests. But it's probably not the paycheck. Pretty sure most state reps have other actual day jobs anyway.
