The scale of destruction and the impact on the public make it terroristic regardless of intent, imo.

Certainly arguable either way but it's largely semantics. There are no actionable next steps from a national security standpoint unless this was an attack carried out by a terrorist group with likely future targets. Just a sad pathetic loser who wanted the stage one last time.
