There's not a modern precedent for this I'm aware of.
By stiff-arming Biden, Trump is screwing the American people. Charges of fraud may not be available, but that's what it is. Trump and his lickspittles are depriving the public of their honest services and might be putting US forces/officers/citizens in danger by keeping the incoming administration in the dark.

If not, the Repugs, strategically committed to destroying govt and installing one-party authoritarian rule, will do it all again next time, and worse.
USAGM political hacks are rewriting their contracts so Biden can't fire them.
