Every big country on this planet has its protected areas where they're "helping" local populations and just coincidentally happen to have big oil, gaz... uranium companies or militay bases... and just coincidentally happen to have local dictators, my bad, legitimately elected presidents at their orders. USA, China, GB, France they're all genuinely helping poor lil' third world populations they exploited for decades.
