    Texas has an outdated system for organizing and registering a law enforcement en y, with small county courts and district attorneys registering individual agencies.

    TCOLE data provided by Texas 2036, there are

    currently 185 registered agencies that have zero peace officers,

    540 agencies with a single peace officer,

    674 with two to five officers, and

    414 agencies with six to 10 peace officers.


    Those small en ies that in other states would be wrapped into larger law enforcement agencies account for more than 1,800 of the agencies overseen by TCOLE.

    TCOLE staff is failing to address “wandering officers,” individuals who lose jobs at one law enforcement agency only to be hired by another agency.

    It’s common knowledge among police chiefs and others I’ve spoken with that

    police unions routinely appeal the “dishonorable discharge” of a police officer to the
    State Office of Administrative Hearings (OAH), where those dismissals are often reversed or mitigated.

    Daniel Alexander was enslaved when he secured a promise in 1847 from his owners for 73.3 acres of land, which now sits west of Austin-Bergstrom International Airport ,

    Over the last 175 years, Alexander’s descendants have fulfilled a pledge to keep the land in the family.

    In 1968, the Texas Department of Transportation used eminent domain to seize part of their farmland and built U.S. 183 across the southeastern edge of their property.

    In 2015, the family cemetery was flooded — a result of changes in drainage from subdivisions that surround their land.


    TxDOT now is considering a project that would take more Alexander land to widen U.S. 183.

    The family worries that the expansion — across 400 feet of their property — would destroy two historic homes, one that may have been a Pony Express station, according to family lore.

    How a tiny Texas government is scoring big tax breaks for developers across the state

    In 2019, Texas lawmakers granted a small group of Central Texas businessmen permission to form their own government to develop agricultural land near the Austin airport.

    Yet recently the SH130 Municipal Management District No. 1 has thrown its civic weight around far outside its own narrow boundaries,

    using its status as a public agency to quietly arrange tens of millions of dollars-worth of property tax breaks for private developers across the state.

    No local elected body reviewed the deals to determine if it made sense for taxpayers to subsidize the tax-exempt real estate projects in their backyards.

    In fact, city and county officials often have been unaware the money was being taken from their schools, libraries, hospital districts and local governments.

    The small district, meanwhile, stands to collect generous profits from the exemptions it helped arrange.

    Some of the deals also involve businesses tied to its board members, raising questions about how they are using the government en y they formed.

    In 2015, a single sentence grafted onto a dense finance bill in the closing days of the Texas legislative session created a new property tax break in exchange for modest affordable housing concessions.

    Since then, developers have flocked to use the obscure law, removing hundreds of millions of dollars-worth of real estate from the tax rolls.

    Having so many projects that don’t pay property taxes “was not the intent of the program,”
