    some of the biggest threats to the grid’s stability are outside of ERCOT’s control.

    ERCOT doesn’t have the power to mandate major changes.

    That’s the job of the Public Utility Commission (PUC),

    which oversees ERCOT and regulates the grid, as well as the Railroad Commission, which regulates the natural gas sector.

    The Texas legislature oversees all of the organizations, and its efforts to mandate weatherization
    have stalled.

    The people of Texas expect us in the Legislature to act to harden our energy infrastructure, and HB 14 will not accomplish that. We should have acted in 2011. In 10 years, let’s not say the same thing about Winter Storm Uri when another freeze hits.

    CPS Energy to propose 'provisional rate increase' due in part to winter storm, pandemic

    It would be the first rate hike since 2014.

    The proposal includes an estimated 4-4.5% increase to maintain operations and support growth and

    an estimated 1-2% to make up for unrecovered costs during the coronavirus pandemic.

    Also included is a proposed 1.5-3% increase to pay for costs incurred during February Storm Uri.

    CPS Energy estimates the average impact for customers over the next year ranges between $9.70 and $14.60.

    While the pandemic-related increase is projected to last up to five years, the increase due to the winter storm could remain in effect for up to 25 years.

    If not, PUC/ERCOT is not on Patrick's menu of red meat he wants to throw at the rubes in the requested special session
