    Yeah I don't know the whole story there based on that one picture. I have a hard time believing Gavin is walking off with belongings and leaving trash. Maybe the crew there is a municipal crew to clean the place up.
    In LA they promise to hold belongings for a time but often take them straight to the dump. It's robbery under color of law.

    Homeless sweeps typically deprive homeless people of what little they have including shelter.

    jeez, it's like you have to own something to be treated like a regular person in this in society.
    Homeless people aren't regular people.

    Yeah, I really don't think anyone is taking that side of things lightly.

    But cleaning up unsanitary conditions trump sentimental belongings every time.

    I mean, after garbage cans they would need bathrooms and hot water too.

    Also would need a cop there to make sure they give tickets to the litter bugs.

    but then theres still a homeless problem. you're not actually doing anything to solve the problem. its almost like you dont actually care about the homeless people

    and seems like your answer to my question, ultimately, is yes. you'd just lock them up. great solution!

    breaking up encampments is probably up there on the worst things you can do to actually tackle the homeless issue. take the few belongings that these people own and get them to restart at ground zero once more
