    They told him repeatedly not to get in the water, and he did it anyway. Cops also aren’t trained to rescue drowning people. They didn't do anything wrong here, aside from possibly having a ish at ude.

    I like swimming but I'm not going after anyone short of a family member or a close friend with how high of a risk of drowning I'd be putting myself at with someone panicking who might take me under.

    Attempting a water rescue without prior training can be dangerous for the would-be rescuer, and organizations that teach water safety often emphasize the phrase "Throw, Don't Go." According to the Red Cross, the "one thing you do not want to do" when helping a drowning person is to "jump in the water to help."

    SCOTUS has ruled that law enforcement has no obligation to protect citizens.

    The drowning man was not en led to protection
