Here's the problem with that statement in this context. I'll give an analogy.
Mom mistreats one of her kids, she has 5 kids. One often doesn't get enough food, often doesn't get attention, often doesn't get gifts like the others. The child says to the mom "Am I important to you?" and the mom says "all my kids are important to me". While it may be true that all of her kids are important to her, obviously there's a hierarchy of importance and that kid was sucking hind teat since birth.
So, with blacks, they might "matter" but in their eyes, in the eyes of the law they matter less than others so for intents and purposes, they do not matter. I get the arguments about black on black crime and how they don't value each other, however that's like saying the sibling doesn't value the other, but when the authority and general system of management doesn't value them (mom in one case, the law and the general consensus in media, culture and white majority populations in the other) how can they say all lives matter? Saying that is telling them to shut up.

You're projecting the outrage on others when the outrage starts with you. You can't handle people saying "black lives matter" because it makes you feel persecuted, so you have to reinvent it to something that includes yourself. It's the same reason you get so worked up over CRT.
They don't feel that way.

I'd disagree. There a a lot of victims. They don't all have platforms and voices. It's telling how humble Ahmaud's father was when all he got was justice. When justice is considered winning the lottery, you're probably conditioned to accept being a victim.
