Just like the cop who was outside, drew a bead on the shooter and instead of pulling the trigger called his supervisor and the shooter got inside the school in the interim. Why did he do that instead of just shooting? I'll tell ya why...because if he shoots and he's at fault they'll roast him over a fire all the days of his life. "Oh, why did you shoot?" Oh, why didn't you call in first?" "Oh, you should not have done that, you're on administrative leave...unpaid administrative leave, starting right now."
I don't blame the guy, there is no upside at-that-moment in shooting in his estimation.
