    Brain dead move by Uvalde ISD police.

    A police officer who was hired by the Uvalde school district despite being under investigation for her conduct during the school massacre while with the Texas Department of Public Safety has now been fired.


    The school district said in a letter Thursday that Crimson Elizondo had been fired effective immediately. The decision to hire Elizondo drew outrage from parents' of victims of the May 24 school shooting that killed 21 people, including 19 elementary school students.

    Visual evidence from the scene, while limited, indicates the problem was not simply one incompetent school police chief, or officers who knew better, but failed to take action. The available footage shows high-ranking officers, experienced state troopers, police academy instructors — even federal SWAT specialists — came to the same conclusions and were detoured by the same delays the school police chief has been condemned for causing.

    Three days after the shooting, D.P.S.’s director, Steven McCraw, announced his investigative team had identified why the police took 77 minutes to kill the gunman. Mr. McCraw said every officer was trained to immediately neutralize active shooters, but they were hamstrung when the incident commander, Pete Arredondo, wrongly determined the gunman was a so-called “barricaded subject,” which calls for a slower, more deliberate response.

    Mr. McCraw was more pointed during a State Senate hearing in June.

    “The only thing stopping the hallway of dedicated officers from entering Room 111 and 112 was the on-scene commander who decided to place the lives of officers before the lives of children,”
    But claims by Mr. McCraw that Mr. Arredondo stymied 360 officers with flawed orders or misinformation are not supported by the available footage, which shows little evidence that commands were issued by the school chief, let alone widely communicated.

    The available footage shows the D.P.S. timeline — which Mr. McCraw told lawmakers was corroborated by “frame-by-frame” video analysis — miscast Mr. Arredondo’s role and omitted actions, and inaction, by other officers, especially D.P.S. troopers and federal agents, who were involved earlier or more centrally than it notes.

    Footage shows BORTAC, the Border Patrol’s elite tactical agents, took charge about halfway into the response, and learned right away that children were trapped inside with the gunman. But it took 37 minutes of planning, testing keys and readying equipment before BORTAC breached the classrooms.

    A Texas state police captain tried to delay a law enforcement team entering the classrooms to end the Robb Elementary massacre and is now among those under investigation after an account from someone at the scene that he ordered his officers to stay out of the school in the initial response to the shooting, sources tell CNN.

    Betancourt's order was so off the wall some officers ignored it

    “I heard someone shout out, Capt. Betancourt said all DPS personnel need to be on perimeter, do no (sic) enter building,” one DPS lieutenant stated, after writing how he had driven from some 40 miles away at speeds of up to 130 mph to get to the scene.


    A DPS sergeant added in his memo: “As this was clearly against established training, we both decided to enter the building where the shooter was located.”

    Betancourt, the most senior officer known to be being investigated over the failed law enforcement response, told investigators he had little to do with the operation at Robb Elementary until after the gunman was killed, sources close to the inquiry told CNN.

    The interviews from the immediate days after the event, described to CNN by several sources, offer the first direct accounts from the officers now being scrutinized by the inspector general.
    Betancourt told investigators he had a clear memory of being in Eagle Pass, Texas, with other officers when the first call of a shooting came in at about 11:50 a.m., he said, but it was unclear how major the situation was.
    At least two officers said it was Betancourt who alerted them to the ongoing attack at Robb Elementary, the sources familiar with the investigation told CNN.

    A sergeant said he had received a text about an “active shooter” incident from Betancourt at about 11:37 a.m., raising questions about Betancourt’s claim that he only became involved later.

    And Victor Escalon, the regional DPS director for the South Texas Region that includes Uvalde, said Betancourt had texted him at 12:09 p.m.. That text read: “Initial info one person possibly a teacher shot in head, one officer shot, kid has AK 47, CNU [specialist negotiator team] has been activated, suspect is barricaded. Troopers who are medics have been deployed. Drone team is on its way,” the sources said.

    McCraw and other DPS leaders have refused to discuss the internal investigations or release information until the investigations are complete at the request of local District Attorney Christina Mitc Busbee. Her criminal investigation may take years and she has said she will charge anyone who has committed a crime at Robb Elementary, including law enforcement officers.

    They had seven armed officers at the school.

    The shooter still got in and killed two people.

    Lege could have subpoenaed any docs DPS wanted to withhold, I guess they didn't like the optics of fighting DPS in court. As a bonus, Abbott and the GOP avoid the political damage of disclosing what went on with DPS that day.

    Almost a year after Texas’ deadliest school shooting killed 19 children and two teachers, there is still confusion among investigators, law enforcement leaders and politicians over how nearly 400 law enforcement officers could have performed so poorly. People have blamed cowardice or poor leadership or a lack of sufficient training for why police waited more than an hour to breach the classroom and subdue an amateur 18-year-old adversary.

    But in their own words, during and after their botched response, the officers pointed to another reason: They were unwilling to confront the rifle on the other side of the door.

    A Texas Tribune investigation, based on police body cameras, emergency communications and interviews with investigators that have not been made public, found officers had concluded that immediately confronting the gunman would be too dangerous. Even though some officers were armed with the same rifle, they opted to wait for the arrival of a Border Patrol SWAT team, with more protective body armor, stronger shields and more tactical training — even though the unit was based more than 60 miles away.

    “You knew that it was definitely an AR,” Uvalde Police Department Sgt. Donald Page said in an interview with investigators after the school shooting. “There was no way of going in. … We had no choice but to wait and try to get something that had better coverage where we could actually stand up to him.”


    “We weren’t equipped to make entry into that room without several casualties,” Uvalde Police Department Detective Louis Landry said in a separate investigative interview. He added, “Once we found out it was a rifle he was using, it was a different game plan we would have had to come up with. It wasn’t just going in guns blazing, the Old West style, and take him out.”

    Uvalde school district Police Chief Pete Arredondo, who was fired in August after state officials cast him as the incident commander and blamed him for the delay in confronting the gunman, told investigators the day after the shooting he chose to focus on evacuating the school over breaching the classroom because of the type of firearm the gunman used.
    “We’re gonna get scrutinized (for) why we didn’t go in there,” Arredondo said. “I know the firepower he had, based on what s s I saw, the holes in the wall in the room next to his. … The preservation of life, everything around (the gunman), was a priority.”
