The organization is responsible for their players, and the organization has been caught cheating twice now, has a reputation for skirting the rules and who knows what they've done that nobody's found out about yet.

This may very well be true. They might have been doing this for years....then again...they might not have. You just can't accuse someone/some organization of doing something wrong without any concrete evidence.
I certainly think the Golden Boy cheated in this incident. But is he a repeat offender? I can't go that far yet.

The Patriots are the most interesting franchise in the NFL. This perfection they attempt to achieve while coming up with some very creative stuff is good for viewership. People are not going to turn the Patriots off because they skirt around the rules. The 4 offensive lineman deal that lead to new subs ution rules, clearing a spot for FG... pretty brilliant stuff.
No one is really hurting here.
not to mention, when McDaniels got busted recording the Niners walkthrough in London, using an ex-pats cameraman, he reportedly told his staff that the Pats used to do that all the time and built gameplans around it.
