Leaked Bombshell Memo Reveals Trump’s PR Effort To Spin Puerto Rico Disaster

A leaked internal memo from President Trump's homeland security adviser Tom Bossert sent his West Wing colleagues

dictates daily "themes" for how to spin Puerto Rico response, including

the "bright future" that lies ahead,

with high hopes that "planned hits, tweets, tv bookings and other work will limit the need for reactionary :lol efforts."

The storm caused these problems, not our response to it. We have pushed about as much stuff and people through a tiny hole in as short a timeframe as possible.”A lot to unpack here, even in just this short bit I’ve included.

1. No, it’s not the “storm’s fault”; if that were true, we wouldn’t have been able to help Texas and Florida, let alone Haiti. 2. While all politicians and administrations seek to control the narrative and spin reality, this is leaning more toward propaganda and is offensive in the way the concern seems to be on the perception of how they are doing, rather than the Puerto Ricans and their worried families and friends.

3. President Trump waited for days to lift the Jones Act for Puerto Rico, which had been lifted for Texas, Florida, and under President Obama, hurricane Sandy.

4. More than half of Puerto Rico’s 3.4 million people still lack access to drinking water 11 days after Hurricane Maria hit and 95 percent remain without power, according to the U.S. Defense Department.

5. In the rural towns of Salinas and Fajardo, the vast majority of locals reported having no cell service on Friday and Saturday according to Reuters, and said they had not seen local or federal officials in the area.

6. The memo seems aimed at not just altering public perception, but also attempting to mitigate the President’s out of control twitter rants.

7. The bright future of Puerto Rico? Some Puerto Ricans are expected to be without power for months, according to reporting by Nick Brown and Robin Respaut for Reuters. The rebuidling will take years.

Pentagon: More than half of Puerto Ricans without access to drinking water

The number of Puerto Ricans without access to drinking water has risen sharply, the Defense Department announced on Saturday.

Fifty-five percent of the population did not have access to drinking water, the Pentagon said in a Saturday press release (https://www.defense.gov/News/Article/Article/1330501/dod-accelerates-hurricane-relief-response-efforts-in-puerto-rico/).

The military said last week that 44 percent of the island did not have access to drinking water.

On Wednesday, the Puerto Rico government, maintained that the official number of deaths as a result of the catastrophe was 16. But

the Center for Investigative Journalism (CPI, for its initials in Spanish) has confirmed that there are dozens of hurricane-related deaths and the number could rise to the hundreds.

The dead are at the hospital morgues, which are at capacity and in remote places where the government has yet to go.

In many cases, families are unaware of the deaths. The government’s Demographic Registry is responsible for certifying deaths so bodies can be removed by funeral homes, many of which are not operating because of lack of resources. The agency began to certify some of the dead Monday, Health Secretary Rafael Rodríguez-Mercado confirmed in an interview.

Public Safety Secretary Héctor Pesquera told the CPI that the names of the dead because of the hurricane will not be revealed until relatives can be notified. The continuing lack of communication has kept many people from knowing the whereabouts of their families. Since the storm’s immediate aftermath, many people have gone daily to radio stations so the on-air personalities can announce the names of family members with whom they have been unable to communicate.


That is the truth of the situation.

Now adding insult to injury is Fox News which aired a piece wherein San Juan Mayor Carmen Yulin Cruz was depicted as “a hard left wing Democratic mayor...a very critical mayor.” [Note: Officially she’s not even registered in the party.]

In a moment of totally unintentional humor, Mayor Cruz told Geraldo Rivera that, “The president needs to get the information that he needs to get. He apparently hasn’t been getting it, he hasn’t been watching the news.”

No, he hasn’t, Mayor, he’s been watching Fox. :lol

Then Geraldo actually had the hubris to say that he didn’t see anybody dying, with the inference of “so what’s the big deal?”

Mayor Cruz responded as though speaking to a child, “Dying is a continuum, right? If you don’t get fed for seven, eight days and you’re a child, you are dying. If you have 11 people — like we took out of a nursing home — severely dehydrated, you are dying.”

Brown said Cruz needed to listen to current FEMA director Brock Long and start helping with the cleanup and recovery instead of complaining from the outside.

"We need her to plug herself into the incident command structure because you don't know what mayors need unless they feed that into the governor, who then feeds it into FEMA that can then spread it out to DOD or the Department of Transportation or whomever," Brown said. "So as long as she's out on the docks just complaining about stuff, she's not only doing a disservice to her constituents, she's actually keeping that aid from getting to them quickly."

President Trump visited storm-ravaged Puerto Rico on Tuesday to survey damage and talk to residents, while also meeting and briefly praising the San Juan mayor following a feud over the administration's response to Hurricane Maria.

You've said that Puerto Rico was in trouble long before the hurricane.

Puerto Rico's been in an economic recession for over a decade. The great American recession that was so debated in the United States during the early Obama administration after the collapse of the banks in the US -- all of that started in Puerto Rico much earlier, and whereas the US is said to have recovered to some extent for certain populations, Puerto Rico's recession has only deepened. That is in part due to the lack of a strong economic base and to tax incentives that were put in place to bring foreign -- "foreign" meaning US companies -- to Puerto Rico. After the crash a lot of companies left and a base of employment in Puerto Rico was gone.

So even before this last hurricane, already Puerto Rico had huge unemployment, huge poverty rates -- poverty rates that double any poverty rate in the US, even that of the poorest states of the US -- and a very neglected infrastructure that was not ready for the storms.

Why was the inequality in Puerto Rico so great?

Because there's been an erosion of the middle class. And so you have a lot of people at the bottom who can't find work, who can't start their own businesses. Many of them depend on government assistance, but there's also a huge number who are working poor, who live paycheck to paycheck, who are supplementing their incomes with the gig economy. Retailers like Walmart offer no job security. Most of the people working for them can't predict their shifts -- their shifts change from week to week. They have to keep their schedules completely open. They are paid for part-time labor, but have to be available full-time.

You've described these Caribbean societies, including Puerto Rico, as protected markets for national corporations.

Yes. If you look at the Jones Act, the only goods that can arrive in Puerto Rico have to be on US-made ships, and owned by US citizens, with a US crew flying a US flag. So this means that if the Dominican Republic wants to sell food to Puerto Rico, which it does, it has to send that food first to Jacksonville, Florida, unload it, put it on another ship that is allowed to bring it to Puerto Rico. So this makes it very difficult for Puerto Rico to engage in trade with other countries. We're not an independent nation, so we can't make our own trade arrangements. And that means that we have to buy mostly from the US.

You have described Puerto Rico and the other Caribbean societies as important economic cover for their colonial centers. What do you mean?

I mean that a lot of things happen in these places that aren't supposed to happen -- that's what I mean by cover. The United States can claim to offer certain kinds of guarantees to its citizens, but those guarantees are suspended when it comes to the Virgin Islands and Puerto Rico. So veterans benefits are less, guarantees of health care are less, guarantees of public education -- all these things are reduced. And in addition, wealthy people who are supposed to pay their share, they're able to completely evade their taxes and not contribute to the national interest by setting up companies in Puerto Rico.


So things were really made worse by tax incentives to wealthy investors. I believe Puerto Rico's Act #22 allows wealthy investors to evade both federal and local income tax by spending a minimum of 183 nights a year on the island.

Yes, it's true. It's hard to comprehend, but it's true. You have a lot of wealthy Americans who say, "Oh, this is great for us, it's the thing that can get you out from under the US Internal Revenue Service without having to renounce your citizenship." So they retain their American voting rights, they retain all their benefits of US citizenship, but they do not contribute anything to the US, nor do they contribute anything to Puerto Rico because they're also not paying local taxes.

How did Puerto Rico get its unique privilege to offer triple tax-exempt bonds?

It's basically written into its constitution. When Congress established Puerto Rico's civil government in 1917 it decreed that any bonds issued by its government would be free from taxation. In addition, it is written into the 1952 constitution that the repayment of any kind of public debt must take priority over financing public services. In 1952, when Puerto Rican politicians tried to convince Puerto Ricans that they were no longer a colony, and they convinced the United Nations to take Puerto Rico off the list of non-self-governing societies, this constitution was put into place and one of its founding principles was that Puerto Rico was going to be a site for US economic investment. And so you can purchase these triple tax-exempt bonds and not pay any federal tax, any tax in Puerto Rico, or any tax in the municipality in which you live. This made these bonds incredibly seductive for US. I spent the last month and a half at Ft Sam Huston in LTG Buchanan's / MG Chinn's HQ coordinating the logistics posture for this response. I'm pretty sure I know more about this than CNN. Preparations were made and assets were pre-positioned before the hurricane hit the island. Having also previously been involved in the Harvey response, I would say the Maria response is & will be better than Harvey since the exact same logistics planners learned of any shortfalls and roadblocks from having just coordinated the logistics effort for Harvey / Irma. The narrative that this administration is delaying response for Puerto Rico for whatever reason is total Horseshit. This response is the most dynamic response the Federal Government has ever had to any natural disaster, ever.

President Donald Trump expressed satisfaction on Tuesday with the federal response to Hurricane Maria's devastation of Puerto Rico, despite criticism that the government was slow to address the crisis.
Trump, who has grappled with hurricanes Harvey, Irma and Maria in the past six weeks, said at a briefing that the disasters were straining the U.S. budget.

"I hate to tell you, Puerto Rico, but you've thrown our budget a little out of whack because we've spent a lot of money on Puerto Rico," he said. "And that's fine. We've saved a lot of lives."

Two weeks after it was hit by the worst hurricane in 90 years, many of Puerto Rico's 3.4 million residents are still struggling without basic necessities. Shortly after Trump left Puerto Rico, Governor Ricardo Rosello said the death toll had risen from 16 to 34.


The U.S. territory's economy already was in recession before Hurricane Maria and its government had filed for bankruptcy in the face of a $72 billion debt load. In an interview with Fox News, Trump said the island's debt would have to be erased.

"They owe a lot of money to your friends on Wall Street and we're going to have to wipe that out. You're going to say goodbye to that, I don't know if it's Goldman Sachs but whoever it is you can wave goodbye to that," Trump said in the interview, conducted while he visited the island.

Moody's on Tuesday estimated Maria’s total cost to Puerto Rico, including lost output, at $45 billion to $95 billion and significant relief from the federal government would be required.

Trump said the federal response to Maria compared favorably with a "real catastrophe like Katrina," the 2005 storm that swamped Louisiana and Mississippi and killed more than 1,800.

Puerto Rico Issues Travel Ban on Malignant Narcissists

SAN JUAN —Calling the move an “urgent response to recent unfortunate events,” Puerto Rico has issued a sweeping travel ban on malignant narcissists, effective immediately.

Starting on Wednesday,

Congress will never forgive the debt that U.S. foreign policy is largely responsible for. Once again, we see foreign policy that is based on the interest of the U.S. banks (along with Wall Street) because Puerto Rico's debt is a result of predatory bond deals brokered by Wall Street. The Congress-created PROMESA just exacerbated the problem and so half of the country's American citizens live under the poverty level with inflated sales taxes and inflated electricity and water rates (Governor Rossello wants to privatize everything). Social programs have been cut massively, public schools have been shut down and funding to the public university cut by almost half a billion. The U.S. no longer values PR because sugar cane and military bases are no longer needed, rendering the island an archaic colony. Thanks to the Reagan administration Puerto Rico lost its ability to seek debt relief because it was not allowed to declare Chapter 9. PROMESA offers a version of it but it involves 'settlements' that would likely be tested in the US courts. Now that Maria has devasted the island one can look for the usual US post-disaster corporate deployment to take place. Privatization. Bondholders coming in to soak up all available revenue (including pensions). And meanwhile, people will literally starve to death or die from conditions that are easily treated or prevented.

FEMA dodges questions about Puerto Rico’s reported food shortages

"There is no urgency in the government response to this humanitarian crisis," contractors claim.

U.S. officials have privately acknowledged that Puerto Rico is facing a massive food shortage amid an escalating humanitarian crisis, a new report claims. The news comes as the island continues to face staggering water and power shortages and growing anger among its citizens that the U.S. government has not done enough.

Officials working with the Federal Emergency Management Agency (FEMA) say that only 200,000 meals per day are being provided by the government, according to the Guardian (https://www.theguardian.com/world/2017/oct/11/puerto-rico-food-shortage-hurricane-maria).

That small allotment is meant to feed more than 2 million people, with many of the meals made in a “military ready-to-eat” style that can be challenging to digest over an extended period of time, the publication reported.

FEMA claims the roads aren’t passable, For the record, when I say “about an hour south” I mean Google Maps puts the drive — right now — at 1 hour and 5 minutes if I take the autopista (highway).

BUT it also says there are portions of the road that are closed.

Soooo you have to take route 173 and that takes 1 hour and 24 minutes. Maybe Google is wrong, right?

Whitefish Energy is little more than a post office box. They grab temporary employees and toss them at small construction jobs—with an emphasis on small. The largest electrical line constructed by Whitefish coming into 2017 was less than five miles long.

And yet, Whitefish has acquired the contract to repair the 2,400 miles of electrical lines in Puerto Rico over not just other private companies, but instead of calling in other power companies under an existing series of mutual aid agreements.

Why not exercise those agreements—which brought more than 30,000 utility workers to Florida (https://www.usatoday.com/story/news/nation-now/2017/09/11/hurricane-irma-continues-path-destruction-florida-eyes-cleanup/652434001/) to repair utilities after Hurricane Irma—rather than count on a tiny company which has brought in 280 temporary workers and is slowly hiring more? The small energy outfit from Montana that won a $300 million contract to help rebuild Puerto Rico’s tattered power grid had few employees of its own, so it did what the Puerto Rican authorities could have done: It turned to Florida for workers.

For their trouble, the six electrical workers from Kissimmee are earning $42 an hour, plus overtime.

The senior power linemen from Lakeland are earning $63 an hour working in Puerto Rico, the Florida utility said.

Their 40 co-workers from Jacksonville, also linemen, are making up to $100 earning double time, public records show.

But the Montana company that hired the workers, Whitefish Energy Holdings, had a contract that allowed it to bill the Puerto Rican public power company, known as Prepa,

$319 an hour for linemen, a rate that industry experts said was far above the norm even for emergency work — and almost 17 times the average salary of their counterparts in Puerto Rico.

Making Puerto Rico the New New Orleans – Steal the Schools and Give Them to Big Business to Run For Profit

Charter school backers can’t help it.

They see a bunch of black or brown kids displaced by a natural disaster and they have to swoop in to help…

Help themselves, that is.

They did it in 2005 to New Orleans schools after Hurricane Katrina. Now they want to do it again in Puerto Rico after Hurricane Maria.

A dozen years ago in Louisiana, that meant stealing almost the entire New Orleans public school system in the aftermath of Katrina (https://www.usnews.com/opinion/knowledge-bank/2015/08/18/lessons-from-new-orleans-post-katrina-charter-school-experiment).

About 90 percent of the city’s 126 schools were given to the Louisiana Recovery School District, which turned them all into charter schools.

In effect, Louisiana state officials elected by the white majority stole control from local school boards elected by the city’s black majority.

More than 7,000 teachers most of whom were people of color and had been displaced by the hurricane found themselves replaced by mostly white teachers brought in from other parts of the country.

Now, more than 10 years later,

Donald Trump thinks that everything that has happened in Puerto Rico is the fault of the Puerto Rican people.

Republicans (https://theintercept.com/2017/11/14/puerto-rico-hurricane-maria-promesa-andrew-biggs/) are following suit in the blame game, heaping lots of shame and blame on Puerto Rico while also trying to promote big business in the post-hurricane recovery.

One of the appointed officials overseeing Puerto Rico’s government said last week that he hoped the island would finally accept

a range of austerity measures

after Hurricane Maria,

likening the island to “the alcoholic who hits rock bottom and says, ‘OK, we’re bankrupt now, and we really got to change the way we’re doing things.'”

This gem of a comment comparing a disease (as classified by the American Medical Association) to a natural disaster came from

Andrew Biggs, a Republican who is a member of PROMESA—

the financial oversight and management board for Puerto Rico established in 2016 under the Puerto Rico Oversight, Management and Economic Stability Act.

Apparently Biggs shares Trump’s views that everything that has happened in Puerto Rico is the fault of the people living there and not the fact that they are a colony (https://www.washingtonpost.com/news/posteverything/wp/2017/09/26/puerto-rico-may-not-be-a-colony-but-its-getting-treated-that-way/?utm_term=.fcb77ba0f0a3)of the United States.

Biggs is a resident scholar, he was full of this bigotry and conservative ideology masquerading as thoughtful analysis.


Biggs discussed what he described as the structural barriers for Puerto Rico’s recovery:

minimum wage laws,
labor rules requiring just-cause termination,
paid sick days for employees,
paternity leave, and
overtime pay.

Even a planned Christmas bonus for employees is problematic, he noted.

The labor rules that govern Puerto Rico, Biggs said, are part of an “inherited political culture” from its time as a Spanish colony, which must be reshaped to ensure an economy recovery.

“The reality is, the government doesn’t want to do these things,” he said of labor changes. “If you let them not do them, they won’t do them.”

The AEI scholar :lol argued that

any additional financial aid from Congress should be contingent on revamping and repealing the island’s welfare and labor regulations.

Puerto Rico wasn’t allowed to elect its own governor until 1947,

while people (nearly 50 percent) remain living below the poverty line.

As Belen Fernandez in Al Jazeera wrote in August, after these kinds of abuses by the US government dating back to 1898, “Now, we are told Puerto Rico is a "commonwealth"—which certainly sounds a lot more civilised than the other C-word.”

Instead of helping people who have lost everything, Republicans are talking about privatizing (https://nonprofitquarterly.org/2017/11/09/puerto-rico-privatization-battle-wages-now-schools/) the island’s schools. And they want to push this as a good time for the island to use natural gas.

Two senior lawmakers viewed as close to the fracking industry, Reps. Glenn Thompson, R-Penn., and Doug Lamborn, R-Colo., used a hearing to call for the island to revamp its energy needs through natural gas.

“We need to look at environmental regulation waivers” to implement energy policy on the island, Lamborn added.

Make no mistake—Republicans are incredibly greedy and inhumane.

They will use this tragedy as an opportunity to squeeze every little drop from Puerto Rico and they will withhold vital support from the island until they get their way.

I live in PR and as you know Irma and Maria have caused great devastation. As a person who is actually living the SHTF scenario due to the aftermath of these hurricanes, I have to say that prepping and actually living through it doesn't compare to the expectations we had.
Today is day #49 after hurricane Maria and 61 days after Irma. There is still no power, water comes and goes every few days, but it's not safe to drink. The CDC is recommending we boil and treat with bleach for personal hygiene, sanitation and for consumption.
Power will take a couple of months to be back. Maybe between April and May. Just in time for the next hurricane season. Water depends on electrical power. Right now we have generators pumping water. They're alternating days of service between the communities. But if that generator breaks or collapses, bye bye water.
Supermarkets carry very low supplies because they're running on generators too. Prices have rocket to the sky on most basic items including bottled water. Hard to find baby items and basic items.
There's debris every where. Rats have made debris and water sources their home, contaminating it. People are dying because of water contamination with rat's urine.
Most banks have had to close again because their generators have collapsed. So you can't access cash either. Most of the businesses are closed or open very limited hours due to the same situation.
Relief that's being sent from all over the states is taking way to long to arrive and to be distributed. We still have lots of communities that can't be accessed since the hurricane hit us.
Phone signal comes and goes. Actually I have signal since Saturday night but it's not constant.
In my personal case most of my supplies are gone. Lost more than half during the impact and have used what was left. I have a family of six including two babies (1&2 years old). But I'm grateful because we're alive and the knowledge acquired has helped us survive this nightmare.
I've been collecting rainwater for personal hygiene, cooking, drinking and hand washing clothes. I'm boiling the water as a precaution. Cooking with wood, solar oven and a Dutch oven.

i thought i would share a moment from my time in puerto rico
we did a remote mission into a mountain town called morovis, with a local puerto rico aid group, they brought water cooked meals, including freshly slaughter young cows which one of the aid group donated, one of the residents let us use her covered patio area to set up as small clinic, we didn't see tons of patients, but those we did were extremely thankful,i hiked a steep rowdy road to see a diabetic with an infected foot , family did a great job caring for him, when we went to leave the entire community wanted to take photos with us, the elderly small woman who let us use her patio thanked each of us, she stood less than 5 feet, she came to me took my face in her hands ,and said" you are all gods angels. thank you for coming and taking care of our people", that moment will live with me for the rest of my life

New data shows hurricane deaths in Puerto Rico could be 20 times higher than the government claims

Puerto Rican officials say only 55 people died from the storm. Researchers estimate more than 1,000 people did.
