FEMA Has Rejected 60 Percent of Assistance Requests in Puerto Rico. Why?
Reports from lawyers on the ground suggest the organization was ill-equipped to actually handle the devastation it found.
Many Puerto Ricans have a jaundiced view of the federal response to Hurricane Maria:

High on the ledger of residents’ catalog of grievances is the hefty number of people who have been rebuffed for repair grants from FEMA:
In March, lawyers and community groups said that

But as of March,

In 1978, the “rational basis” arguments for discriminating against Puerto Rico were that its residents didn’t contribute enough to the Treasury, that it
was too expensive to include Puerto Rico in federal programs, and that
“inclusion … might seriously disrupt the Puerto Rican economy.”
Re-read that last reason. Then consider the 1980 clarification:
“[G]reater benefits could disrupt the Puerto Rican economy.”
The Supreme Court of the United States accepted a racist generalization about the propensity of Puerto Ricans to work and provide for their families as a rational basis for denying them the same federal benefits as stateside Americans.
The Trump administration—specifically,
Secretary of Health and Human Services Alex Azar—is now attempting to use that same reasoning
to defend against a new version of this challenge to a status quo that never should have been established.

leans explicitly, and heavily, on the explicitly racist precedent set by the court 40 years ago.
They’re not as explicit in adopting racist reasoning, but they’ve incorporated it by citing these cases—and

Hundreds of Puerto Ricans who fled Hurricane Maria to lose U.S. housing assistance
They may soon lose access to the motels they've called home since fleeing the deadly storm.
Nearly 1,800 Puerto Ricans displaced after Hurricane Maria will be forced this week to move from the motels they have called home for 10 months, either taking a one-way ticket back to the island or finding housing of their own on the US mainland.
“If this eviction goes forth, it will do irreparable harm to people who have already suffered so much,”

Puerto Rico has acknowledged that Hurricane Maria killed 1,427 people in the US territory, not 64 as it has previously reported.
The latest figure was in a draft report for US Congress,

President Trump took issue Thursday with the number of deaths attributable to Hurricane Maria,
falsely saying a much higher count had been

A sweeping report from George Washington University released last month estimated there were 2,975 “excess deaths” in the six months after the storm made landfall in Puerto Rico in September 2017.

Rich, white towns are getting more hurricane recovery help than others
One town got $60,000 per person. A neighboring area got just $84.
Small, rich, white towns in southeast Texas are getting a disproportionate amount in federal disaster recovery funds following Hurricane Harvey compared to neighboring communities that are poorer and have a larger minority population,
The report pointed out the very affluent and very white community of Taylor Landing, a small town of just 228 residents, which received $1.3 million in funds to help its 22 hurricane affected residents. That comes to about $60,000 per affected resident.
Meanwhile, just 15 miles east, Port Arthur received just $84 in federal funding per person.
Out of 54,000 residents — more than a third of whom are black — almost everyone was impacted by Harvey, and the city had a high poverty rate.
It received $4.1 million in the same set of federal funds, to be distributed among 50,000 affected people.
The report placed the blame on the way the state and local commissions distribute federal housing funds.

White House officials told congressional appropriations leadership that the officials are using aid dollars to pay off their debt.
The claims come, as many of the president’s declarations do, without evidence or information. :lol

Other states wrecked by natural disasters, however, are still able to have FEMA dollars sent.
“Puerto Rico bond prices soared … after the federal oversight board that runs the U.S. territory’s finances released a revised fiscal plan that raises expectations for disaster funding and economic growth,” an October Wall Street Journal report said.
After reading the report, Trump flew into a rage, five sources familiar with the incident recalled.
It was then that the president developed the conspiracy theory.
“He’s always been pissed off by Puerto Rico,” another source added.
Democrats are likely to make funding available
to any state or territory in the United States when passing a budget, which could create a showdown between Democrats and Republicans.
If the showdown turns into a government shutdown, Trump could look even worse heading into his re-election season.

Nearly everything Trump just said about Puerto Rico is wrong
President Trump’s antipathy toward the ongoing relief effort in Puerto Rico burst into full view on Tuesday morning.
“Puerto Rico got 91 Billion Dollars for the hurricane”:

So far, about $11 billion has been sent to the island.
The $91 billion figure that Trump likes to use is a combination of $41 billion that’s been set aside for recovery combined with $50 billion expected to be spent over the life of the recovery effort in accordance with legislation passed in 1988. The full scope of the recovery could take several decades.

The higher cost in Puerto Rico is mostly a function of the damage that was done.

The Department of Housing and Urban Development, under Ben Carson, had a legally required deadline back in September to make desperately needed hurricane relief funding available to the suffering American island.
The housing agency was supposed to issue funding notices to 18 states and territories affected by hurricanes on Sept. 4.
They did so with one exception: Puerto Rico.
Donald Trump and Ben Carson are refusing to release the aid in direct opposition to the congressional mandate.

the Trump administration imposed dozens of new conditions on the island’s government to access $8.3 billion in delayed recovery funds for Hurricanes Irma and Maria in 2017.
