Absolutely, not. By all measures, it was a rousing success. Although I would wade through the lists of cars traded in from time to time and just shake my head.

If by dint of legal contract you declare them as unfit, then you're pretty much trapped in that declaration.
The program was two-pronged:

1. Give the sagging auto industry a bump
2. Get the gross polluters off the road.

In between those positions, were a shit ton of pretty cool cars and likely some that would be just fine as daily drivers.

it was a trade-in program. The poor family that wanted to keep using the old Crown Vic to get around or couldn't qualify for it, kept the old Crown Vic...

It's not like the program killed the used car market either... there's still plenty of cheap old used cars to buy if you want to.

the goals were

economic stimulus, "just go shopping (c) dubya" for new cars, get money flowing.

get polluting, low mileage old junk off the roads.

current recycling technology of old cars is also another green activity that right-wingers and Repugs love to hate.
