    Absolutely, not. By all measures, it was a rousing success. Although I would wade through the lists of cars traded in from time to time and just shake my head.

    If by dint of legal contract you declare them as unfit, then you're pretty much trapped in that declaration.
    The program was two-pronged:

    1. Give the sagging auto industry a bump
    2. Get the gross polluters off the road.

    In between those positions, were a ton of pretty cool cars and likely some that would be just fine as daily drivers.

    Those Ford f-150's with the 5 liter were a complete POS.

    The 90's was most certainly NOT a glory age for cars. That's probably just another dumb voting against his own economic interests because anything is better than being a "socialist"!

    A sad film is the destruction of the EV1. Not just a story of a car but of destroying the best answer to the 4 dollar a gallon dilemma.
