Neal was only a backup PG during the regular season, and only to burn minutes. Even then, the vast majority of the time he would bring the ball up and give it to Gino (who was the actual backup PG in the playoffs). The talk that Mills was supposed to get the backup PG job is hindsight talking. The Spurs were surely going to make it another 3 player battle again between Mills, Cojo and DeColo, but they still had no idea if any of them would step up. Thus, they needed to replace the de-facto backup SG (Neal), which they did with Beli. Plus they get another ball handler in case Manu gets trapped like it happened in the Finals.
