I think this is clearly on Sterns watch. Stern decided he would personally fuck with the Lakers in order to save the Clipper Franchise. Stern had the knowledge and history of Donald Sterling and yet he personally decided he wanted to gift to CP3 Sterling knowing full well this man's history. Tried to fuck over the Lakers and now Stern is left with this legacy you can't put this on Silver.

Sterling said to Danny Manning's face, "I'm offering a lot of money for a poor black kid." It is reported that he also said this in front of Stern.
According to testimony of a former employee, says "all the blacks in this building, they smell, they're not clean," and "all of the Mexicans that just sit around and smoke and drink all day."

Sterling Homeless Center” in downtown Los Angeles, a state-of-the-art complex that, in Sterling’s words from his LA Times announcement/ad (http://www.laweekly.com/2008-03-20/news/donald-t-sterling-8217-s-skid-row-mirage/), was intended to “educate, rehabilitate, provide medical care and a courtroom for existing homeless” (the italics are Sterling’s addition, for some reason). The only problem? It still hasn’t been built. The lot currently sits vacant.
