The key here is South Korea and Japan are going along in a more aggressive manner, especially SK. These talks never take place without SK intervening with meaning.

Of course we all hope that NK destroys all their nukes and missilery verifiably. Familiarity with who we are dealing with says he’s got his nukes and delivery systems and will try to seek peace while increasing his wealth thru dropping of sanctions, maintaining his starvation nation’s capability of raiding SK, and then threaten nuking with any response.
