Sanctions are always a high bar to meet. Courts are supposed to presume that allegations are made in good faith, and it's a high burden to show that they're actually made in bad faith. Even though the actual rules say sanctions are appropriate if X and Y happen, the unwritten standard is that sanctions are only issued when lawsuits reach an extraordinary level of frivolous.

Judges also factor what party is requesting sanctions/which party would be getting sanctions. If the party requesting sanctions is the well-funded DNC machine that can spend money on lawyers without breaking a sweat, it's even less likely that a judge would issue sanctions.

That being said, the reason other Trump lawyers always stopped short of alleging fraud was out of fear a judge would order sanctions, the fact Powell is now making baseless fraud claims that involve a guy who's been dead for 7 years makes sanctions more likely. I'm really not sure why the Perkins Coie DNC lawyers / defendants who have been getting sued haven't motioned for sanctions yet.

I met an actual judge yesterday who was all into the Arizona vote recount, and went on and on about Houston and Harris county fraud. I started questioning him and honest to God, he was koriwhat - derp level of info. He was absolutely awful. I tried to get his name but he walked on me. People heard the discussion and know who he is. Im gonna find out and honest to god I will make sure this dude does not get elected again. I mean they can win by 150 votes or so, I think I can talk to enough lawyers who are aware of him and ask them how to get him out.
