I would assume that "evaporated" means it was reduced in water content with more solids left behind. But, I always wanted to know how they vacuum seal liquids.

Chemically concentrated. You can add more H2O and it would use diffusion to dilute itself. You can totally dry it to a powder form but it does not taste as good. To concentrate you remove some H2O and leave other chemicals.

Then why not call it "reduced"? Evaporated, to me, means devoid of liquid.

It still made a killer mushroom soup regardless.

In all the govt bunkers they have bunch of powdered milk and potable water. Among other things. I guess they figure a last ditch is that it would keep you alive a lot longer than just water. And they have cheese down there too.

Homogenized milk is just milk whose emulsion has been stabilized, so that
the fat-rich portion (cream) does not separate out upon standing.
