A big reason gas prices are up is because companies cut refinery capacity in 2020 *under the last administration.* US refinery capacity went down by 800,000 barrels/day that year. Refiners are now making bigger margins, raising prices at the pump.

A sitting president has very little to do with current gas prices or oil production. COVID hit during Trump. And the Russia/Saudi short term price war. Oil prices collapsed. So production did as well. Biden inherited the come back economy where demand cranked up again. Problem is that it there’s a lag time between demand and oil producers cranking up again. Not to mention the artificial constraint imposed by OPEC. Point being that neither Trump or Joe is responsible for gas prices. Maybe a two term president might have some impact by the second term. But in reality, a president doesn’t have much control over what we pay at the pump.

Projects were put on hold and investment money dried up. Shale production declines very quickly so if it’s not being replaced, the U.S. supply won’t be there. And these projects take months and sometimes years to get to production. Any delay is going to cause a supply disruption. Especially given OPEC. Ukraine exacerbated the situation. But neither president could have done much about it.
