if we're still without a Speaker of the House on January 20th, we're pretty much stuck with the president pro-tem of the Senate until the House gets its shit together, elects a speaker and certifies the Electoral College tally.

House Republicans on Wednesday proposed a new slate of rules (https://docs.house.gov/billsthisweek/20241230/119th%20Rules%20Package%20for%20Circulation.pdf) for the next Congress, including one flagged by Axios as a "crucial alternation."
Among the changes to the standing rules proposed: "A resolution causing a vacancy in the Office of Speaker shall not be privileged except if it is offered by a member of the majority party and has accumulated eight cosponsors from the majority party at the time it is offered."

The new rules make it so that a vote on removing the speaker can only be brought if at least nine Republicans support what is called a "motion to vacate."
That is a significantly higher bar than in the 118th Congress when any single member in either party could force such a motion.

House Republicans adjourned last night without agreement on a rule, tried to bring the Rules Committee back this morning to figure out a way forward, failed, and are now totally adrift. Budget resolution, FISA, Farm Bill all up in the air.
