I think JJ will offer a ton of money to Garrett to stay but the lure of a head coaching gig may be too much.

The latter. Garrett needs to consider taking the job, but he should know that there are no Romos or TOs waiting for him in Baltimore.

As for him being to young? BS. He's 41, and Cowher, "Chucky", and Fisher all had HC gigs in their 30s.
