Pop makes a point of only addressing (or complaining about) things his team can control or, at least, influence. That's why he tries not to complain about officiating after the game is over.
Pop thinks that it's a sign of a lazy, losing mentality to complain about things you can't control. It gives you an excuse to do nothing.
So Pop likely won't blame China because that would just deflect from our own responsibility to address this epidemic by taking action and attempting to influence things we might control.
