No. You can reduce the spread of the virus to lower than the replacement level, giving health systems a chance to not be overwhelmed, and for science to find treatments and develop a vaccine.

Testing can actively be pro-active when combined with contact tracing, as South Africa actively did, and they contained their outbreak rather well.

Testing gives you better data on where the virus is, or is not.
