They didn't know about it, but they gave recommendations that people not take precautions. In fluid situations when dealing with mostly unknown aspects, you don't throw caution to the wind and advise people to not take precautions. As I said (several times already), had they not commented on whether or not you should wear a mask, that would be different. They could even say they don't have enough data to show wearing a mask is beneficial. Instead, they recommend against it. When the CDC recommends against wearing a mask, then obviously a lot of people didn't wear a mask. Many of those people could be dead today.

They may also have very limited utility as source control or PPE in households.
