It shows Joe's mentality. He actually believes that black people must vote for a democrat because historically they have. So if you vote for a republican, even Trump, you're not really black. I fail to see why AAs are such devoted supporters of the Dem party which is against school choice. That probably is one of the major reasons for education/income disparity. Why would ANYONE NOT prefer the choice of going to a better school instead of being stuck in BAD neighborhood schools?
The goal should be to rectify the problems in the schools, not to move people to better schools.

No. We should have a voucher system which creates compe ion which will rectify the problems in the schools. Otherwise the schools will continue to be trash.
Dems being in bed with the teachers union will prevent that from happening.

you want a model like colleges where 'compe ion' has only driven tuition up, indebted students, and only helps segregate the lower and higher classes more? well, of course you do.
There are many factors. Compe ion has the ability maximize output though. Just look at the waste of money the public schools spend on foreign languages which leads to basically zero output. They put every student through two years of nonsense and they learn basically nothing. Compe ion could remove the waste that the current education system refuses to remove.
I'd expect a higher floor and ceiling.
