As non-whites immigrated to Scandinavia, eg Sweden skinheads, German Nazi skinheads, UK skinheads/BREXIT, racist incidents rose as the non-white became more prevalent
France is somewhat of an exception, even with sizable black percentage (colonial history in west Africa, and French property in Caribbean islands and French Guiana)
But in France the racism is white French vs 6M Maghrebins, but esp 6M Maghrebins vs 600K French Jews, the largest Jewish population in Europe.
