I think people will recalibrate what they mean by "we need change, change is good". Slow moving branches of government has often resulted in a sluggish appearance to governing and change doesn't seem apparent, but when someone like Trump comes in and all of a sudden all these political saints are selling souls by the dozen, it's really easy to spot change then, only it's not really change when they were like that from the start, they only hid it better because they could do it more slowly and with consensus among themselves.
