yes if you cut it exactly to when they reclaim their time i'm sure it looks terrible
each person on the committee has a limited amount of time to get their questions (or more often grandstanding) across. if the witness is going to ramble or filibuster or answer more than what is needed, he is eating into their allotted time. that could easily be an intentional way to get out of questioning you dont like. limit the number of questions
i dont know that each of these instances was a perfectly ethical/professional reclamation of time, but neither do you, at least with that context-less vid
