Pussy generation. The cop could have jumped on the back of the dude and had more cops help him within seconds. Instead, he lets the dude get all the way around to his door and open it and shrug off the cop's one arm.
The reality is that the cop didn't want to get in a physical confrontation with the black guy with the potential of taking some punches. Much easier to just fill him up with bullets.

They should have taken him down gently without grabbing his neck in any way, then gently restrained him on the ground next to the car without putting any weight on his body. If at any point during this procedure he says "I can't breathe" they must immediately release him and take two steps back to allow him to catch his breath.
