I don't mean a contradiction with Harris, but a contradiction in accusations from Pence. If Harris is the most liberal, how can she also be tough on black people? I think if the books were opened on this, we'd see that the rate of incarceration for blacks probably did not increase under Harris, but being the elephant in the room (she couldn't do anything about it and doesn't want to delve into the causes) it remains a shallow talking point. I think it's worth exploring.

Rate is rate. How much effect does any one person have on these things? She didn't make the laws but she's been part of a system that created this outcome, for whatever reason. Whatever is broke in the California legal system seems to affect Latinos and blacks disproportionately, or perhaps it's what's legal that affects them disproportionately. Maybe even it's the snowball effect of growing up in poverty, which affects both races more so than California whites. The subculture that glorifies being poor and making money off the legal grid because the other way requires too much sacrifice and seems impossible.
