They found plenty of collusion. Collusion is a general term, and easily includes all sorts of secret meetings and discussions. Manafort with Kilimnik, Trump tower, meetings with Russian diplomats, etc.
They didn't find sufficient evidence of criminal conspiracy. Mueller stated that he just didn't have access to the people who would really prove that out, i.e. Russian intelligence agents.
Don't take my word for it.
Read the report.
or go back a bit and find where TSA realized that Mueller did find evidence of things that met the regular definition of "collusion" and stopped using that word. That should be your biggest indicator about that.
Huge difference between "no evidence of collusion" and "insufficient evidence of criminal conspiracy".

You can say whatever you want about Mueller, but he wasn't the only one working on the report, and if you actually read the report (or what's non-redacted of it), it's absolutely thorough.
